How long is a Learner's Licence valid in India?
A Learner's Licence is valid for 6 months (180 days) across all Indian states and Union Territories.
When can I apply for the Permanent Driving Licence?
You can apply for the permanent DL test after completing 30 days from the date of Learner's Licence issuance and before 180 days.
What is the grace period for DL renewal in India?
Under the Motor Vehicles Act, you can renew your DL up to 1 year before expiry and within 1 year after expiry. If renewed within 1 year of expiry, no driving re-test is required.
What happens if DL is expired for more than 1 year?
If expired for more than 1 year, you may be required to pass the driving skill test again at the RTO, along with a late penalty fee.
Can I transfer vehicle ownership if there are unpaid traffic challans?
No. The Vahan portal will block RC transfer until all pending e-Challans are cleared and paid.
Is buyer presence mandatory at the RTO?
In states with Aadhaar-based faceless Vahan services, physical presence is not required if both parties authenticate via OTP.

What does 'Application under Scrutiny' mean?
It means an RTO clerk is reviewing your submitted documents. It usually clears within 2 to 4 business days.
Within how many days should RC transfer be completed after sale?
